On the Helicarrier of S.H.I.E.L.D., the spacious main control room had been cleared out, all operational and monitoring personnel had temporarily left, leaving only a conference table and a few chairs.

Present were Nick Fury, Director of S.H.I.E.L.D., five of the six original Avengers except for Thor, and new members Scarlet Witch Wanda and Quicksilver Pietro.

Agents Phil Coulson and Maria Hill were present as recorders.

Laimu sat in the middle, activating a 3D projection.

“So, everyone’s here. The first item on today’s agenda is that Congress hopes the Avengers will sign the ‘Sokovia Accords,’ hoping we accept supervision and control. What are your thoughts?”

A projected document appeared before each person, titled ‘Sokovia Accords.’

They perused the document with various expressions, and for a time, the conference room fell into a long silence.

Due to the Avengers’ unauthorized initiation of the war in Sokovia, which caused immense international public outcry, over a hundred countries and regions demanded that they be regulated.

Even Sokovia, as the party involved, and Wanda, as the de facto controller, couldn’t influence the attitudes of these countries. They seemed to be standing up for Sokovia, but in fact, they were worried about becoming the next Sokovia.

Perhaps for justice, but also for self-preservation.

Until everyone had roughly finished reading, Laimu pressed his hand down.

“Don’t rush to state your positions. Let’s meet a few people first; this will affect your decision.”

He adjusted the projection interface and connected to a video communication.

In the video was the current Vice President, Tran Foster. He sat in an empty office, wearing glasses and a formal blue suit, nodding in greeting to the people on the other side of the video.

“Mr. Vice President.”

Stark greeted him familiarly.

Then, one after another, video communications were connected, the screen constantly flickering, gradually filling up with a dense array of windows.

Looking around, it was full of important figures from the political and military circles, various congressmen, generals—General Ross was among them, though he was now Secretary of State.

The last three connected video communication windows were placed at the very top, three of the five members of the council.

Each one greeted the Avengers warmly, their attitudes unusually friendly.

“This is?”

Meeting their puzzled gazes, Laimu smiled lightly, “These are all our own people.”

Our own people?

Everyone looked like they had seen a ghost.

“Here are more than half of the important military and political figures in America…”

Natasha was a little stunned; only seasoned agents like her, Nick Fury, and Coulson could recognize all these people.

“In short, they have all voluntarily applied to become external advisors to the Avengers. No matter what happens, they will give us their utmost support.”

Some of them Laimu had gathered through normal means before, and some he had controlled with the Mind Stone last night—these were the ones who were not very clean and unwilling to cooperate.

“Given the large number of people, you can look at the list yourselves later; I won’t introduce them one by one.”

“So, now I will state my attitude towards the Sokovia Accords.”

He looked around, and everyone’s gaze was fixed on him, with silence inside and outside the video.

Wanda’s gaze, in particular, was fervent, carrying a very strange meaning that Laimu could only pretend not to see.

“The Sokovia Accords, my suggestion is that we can sign it, as a placebo for the public and certain countries. But the independence of the Avengers will not be affected by signing the agreement; all powers will be devolved, all matters will not be interfered with, and all actions will be fully supported.”

“At that time, all regulators will be chosen from our own people. And the true regulatory mechanism will be generated within the Avengers; we will discuss this issue later.”

Stark’s gaze swept over the screen full of congressmen and generals again and again, but he was the first to nod.

“Okay, I have no problem.”

Although he still had some doubts about when Laimu had unknowingly rallied so many ‘own people,’ now was not the time for digressions.

Everyone else also nodded; it was a mere scrap of paper, no need to refuse, and they could also get more financial and other support.

The honest Steve smacked his lips; he felt it was a bit improper to mislead the public like this, but ultimately, he didn’t refuse.

Laimu smiled and brought up another matter, “By the way, if all goes well, Mr. Foster will become the next president. Let’s congratulate him in advance.”

Warm applause erupted both in the room and from the other video feeds.

After the applause, Laimu disconnected the external video communication, ending the video conference that lasted less than ten minutes.

He then began the second item on the internal meeting’s agenda.

“The second item is military expansion.”

The projection changed, displaying a series of blueprints and plans.

Including Astartes peacekeeping armor, Titanfall-style small mobile armor, new unmanned Iron Man suits, laser cannons, and dozens of other items.

“At the same time, I plan to use Vibranium combined with nano-bionic technology to create the strongest body on Earth for JARVIS, to serve as the central control system for the ‘Earth Armor’ project.”

The others exchanged glances.

“Wait a minute… isn’t this a bit too exaggerated?”

Captain America held his forehead; the blueprints gave him a headache, and the plan made his head spin.

“Not at all.”

“Not at all!”

Laimu looked over in surprise; the person agreeing with him was Dr. Banner.

“Dr., please go ahead?”

Even for the meeting, Banner was only wearing a plaid shirt, but the expression on his face was very serious and earnest.

“I brought back knowledge about our star system from Asgard before. There are countless civilizations in our Milky Way galaxy, and looking back at the development history of these civilizations, they have all come through one interstellar war after another. Some of these civilizations are even keen on active invasion.”

“Many weak planetary natives have been annexed or even annihilated by powerful civilizations. According to my statistics, there are at least six hundred and seventy-one recorded civilizations that have been destroyed, with one every thousand years…”

“…One day, humanity will truly interact with other civilizations in the universe. And on Earth, there is no mercy between nations, let alone between different civilizations on different planets?”

“Humanity needs greater power!”

“We cannot hope that all civilizations are as friendly as Asgard! Nor can we hope to always be protected by Asgard… Even Asgard has its own difficult enemies!”

Laimu couldn’t help but applaud.

“Well said, Doctor. What you said is exactly what I wanted to express.”
