One-third of the Department of Creation’s academic buildings were destroyed by the Fourth Magician, and even Monarch Barthomeloi, one of the three great noble families, died. This was undoubtedly a shocking piece of news in the Clock Tower.

Even an insignificant person like Waver Velvet found his life affected.

Because his mentor, Lord El-Melloi, had been busy running around dealing with matters concerning the Department of Creation and its monarch, he had no time to teach them.

So Waver and his classmates had to stay in the classroom every day for self-study, or have other magi substitute a few classes for them.

“Hey, Waver,” a friend’s voice rang out beside the diligently studying Waver. “Those two beautiful sisters who audited our class last time, it would be great if we could get to know them!”

“If I were you, I wouldn’t think that way,” Waver looked up and glanced at his friend. “Do you remember the unfortunate soul who stood outside the classroom door for an entire afternoon last time? That was clearly an attack by a high-level Mystic Eye. I don’t want to suddenly turn into a stone one day, so no matter how beautiful that girl is, I don’t want to get close.”

“Sigh, you’re such a boring person without dreams, Waver,” his friend shook his head and patted Waver’s shoulder with a sigh. “Most magi who possess Mystic Eyes come from very powerful mage families, so if we can establish a relationship with them, it would definitely be a good thing for our development.”

“Dreams are wonderful, but reality is cruel,” Waver shook his head helplessly. “Instead of daydreaming here, it’s better to work hard and improve yourself, Melvin.”

“Besides, as a Trumbellio, do you still need to establish connections?” Waver asked his friend back, puzzled.

“Too superficial,” Melvin wagged his index finger, speaking mysteriously to Waver. “First of all, the Wien family is just a branch family of Trumbellio. Those two girls are not as simple as they seem, Waver!”

“Is there anything special about them?” Waver’s curiosity was piqued. After all, he was still a teenager, and his curiosity about many things was still very strong.

“Do you know the title ‘Grand Order Puppeteer’?” Melvin said mysteriously.

“Grand Order?” Waver Velvet frowned in thought. “Are you referring to that genius magus who escaped the Clock Tower because of a sealing designation?”

“Exactly!” Melvin said. “’Grand Order Puppeteer’ Aozaki Touko, once an ‘Egg of a Magician,’ later rumored to have left home because the Fourth Magician temporarily changed her successor, coming to the Clock Tower to study. However, because her achievements were too outstanding, after obtaining the Grand Order title, the Monarch of the Department of Creation proposed a sealing designation for her.”

“What does such a prominent figure have to do with us?” Waver said, confused. “Weren’t we talking about the auditors that day?”

“I don’t know if you paid attention,” Melvin whispered. “The child next to that red-haired girl, doesn’t she resemble that Grand Order Puppeteer?”

“Huh?” Waver was even more confused. “You mean, that little girl is Aozaki Touko’s sister who inherited the Fifth Magic?”

“I didn’t say that, Waver, you’re misunderstanding,” Melvin shook his head, denying it. “I mean, is it possible that little girl is the Grand Order Puppeteer?”

“Huh?” Waver Velvet looked at his friend with a bewildered expression. “I remember that Grand Order is almost twenty, right?”

“That involves a battle of magic, Waver,” Melvin said meaningfully. “You need to have some imagination. Returning to childhood is not impossible in the face of magic.”

“Wait,” Waver suddenly seemed to realize. “If that little girl is Ms. Aozaki Touko, then the red-haired one might be…”

The two stopped talking at this point, as neither wanted to explicitly state the obvious answer.

“Did you hear about the Department of Creation?” After a while, Melvin spoke again.

“…Is there anyone in the Clock Tower who hasn’t heard about it?” Waver replied. “Rather, if someone didn’t know about the death of a monarch and the severe damage to the Department of Creation, that would be news.”

“That’s right,” Melvin agreed. “The death of that monarch happened after our class ended that day, and after the two ladies left.”

Although Waver Velvet was mediocre in magical aptitude, his talent as an analyst and researcher was outstanding.

In other words, his mind was very sharp. Even though Melvin didn’t explicitly state the conclusion, Waver immediately understood the logic behind his words.

The inheritance of the Fifth Magic had ended. The Aozaki sisters came for revenge, and it was they who killed the monarch and destroyed one-third of the Department of Creation.

Waver suddenly felt a stomach ache. Although he had always considered himself an unappreciated talent, almost getting involved with a grand figure like a Magician still left him with some lingering fear.

“By the way, let me give you a free piece of information, Waver,” Melvin said relaxedly. “The Grand Order Resolution is about to begin. Even Lord Magdaniel Trumbellio El-Rod is participating in this meeting.”

“It’s probably about the redistribution of various interests,” Waver closed his book and sighed. “Anyway, it has nothing to do with a small fry like me for now.”

While Aoko and Touko were holed up in the luxurious hotel, in the deepest part of the Clock Tower’s underground, in the conference room of the Dragon’s Heart, the Grand Order Resolution was convened.

Although the Heart of Albion had long since stopped beating in the distant past, the massive amount of Aether from the Age of Gods contained within it still transformed the conference room area of the Grand Order Resolution (the heart area) into a place where external magic was completely ineffective.

In other words, the discussions of the Clock Tower’s monarchs during the meeting would absolutely not be leaked.

The primary agenda of this resolution was to discuss how to allocate the interests left vacant by the death of Monarch Barthomeloi.

Secondly, it concerned how to treat the new Fourth Magician, Aozaki Aoko, and the issue of her sister Aozaki Touko’s sealing designation.

Among the participants, besides the deceased Barthomeloi, the reclusive Zigmarest, the non-monarch Heartless, and Animusphere who was reportedly unable to attend due to a critical magical experiment, all other department heads were present.

Kenneth El-Melloi Archibald, remarkably young for a monarch, sat meticulously in his designated seat, fully armored and maintaining the impeccable demeanor of a noble. He appeared slightly nervous.
