Or is it as shown by Lord Danzo, sacrificing anyone in the village to maintain the power of certain people in power?” Dong Si looked at the Third Hokage with a hint of questioning in his eyes.

“But I soon figured it out. My doubts came from the fact that I naively thought that all the senior leaders in Konoha possessed the Will of Fire.
